Look at the angle of the photo. Tom is right, that sign is just a wall. It does seem to go slightly further out but not enough so you can’t get a mobility vehicle through.

I think it’s just a wall in the courtyard, not a protrusion onto the sidewalk.

Yeah, sidewalk in front of wall looks just as wide as the sidewalk where they’re walking. So it shouldn’t pose a barrier
